What i have done is i had installed a theme on my PC then i had to restart the PC (updates) then i turned on the computer, it was too slow so i restarted it (quite a few times) then the hal.dll became missing/corrupt, and now the PC will not show an image (not even loading).

Even if you have a corrupted file system or damaged hives, your screen should still show something such as BIOS loading info and file not found etc etc.. so what you posted could meant hardware fault.
