PC error: cant start in safe mode

I was installing windows xp pro on a system running xp home.
When the install gets to the INSTALL DEVICES area it sends me to the blue screen. The F8 key functions as designed, however nothing will let me boot in safe mode. I get an error saying the PC cannot boot up in safe mode. None of the other
choices permit a boot either. Turn off /on I get a request to insert the XP PRO disk, then within a few minutes it goes to the blue screen again. I cannot break out of this cycle.

What does the Blue screen say, exactly? Usually those things have error codes on them.
