new cable internet won't work...IP problem..

I am helping a neighbor who has a 9 year old computer with windows xp home OS who subscribed to cox cable internet. the cable teck came out and hooked up the cable modem, gave her a usb network card, hooked everything up but couldn't successfully get her online. He told her it was probably her antivirus program so she uninstalled it - partially because it wouldn't completely uninstall, but it still won't work.

I tried the windows network troubleshooter and it says that the network or whatever can't obtain a new IP.

Can anyone help me help her?

She has service pack II installed as well.

the TCP/IP shows that it's working properly...
