stuck in startup loop

I posted this somewhere else also but...

I could really use some help. I lost power with the computer on last night. When I tried to restart it after it came up with a screen that has the lines that the puter wasn't shut down before & gives me options to start at the last point, safe mode, etc. No matter which option I choose I can't get it to load. It will start to boot & always ends up at the same options screen. I have no clue how to get windows to start & it's driving me (and my son who wants to play) nuts. I think I'm running 2000 or me, but not positive (husband was the puter guy when he was here & I have no clue where any of the stuff for it is) Please help me!
