Direct3D Renderer Creation Error

Trying to download and run Prison Tycoon on my pc. When I click to open the game it shows the Direct3D Renderer Creation Error and then closes out the game. Not sure what is causing this or how to fix it? Any ideas or help?

try to reinstall video drivers(install the latest one), and DirectX.

ive tried doing both, and it doesnt fix the error. i know the new video card driver is downloaded but not sure if it is in use replacing the original one.
