could winsock be the problem

i get a lot of "this page cannot be displayed" messages and i have a list of possible causes. i wish to check the winsock and i am hoping to get guidance by someone who is knowledgeable. from my research i should do this: command prompt type in Netsh winsock reset then reinstall TCP/IP
is this the correct course of action? thanks, Ed James

For an SP2 system, the command is

netsh winsock reset catalog
