Windows installer popping up

I have an IBM T30 laptop running win 2000 pro SP3. Every time I open IE the windows installer program pops up for just a split second about 3 or 4 times. It also does it when I open some programs but not all programs. How do I get rid of this? What other info do I need to post to get help? Thanks

Hello,

Do your Event Viewer logs (Start --> Run --> compmgmt.msc) hint of what might be triggering the installer to activate? Is it consistant on what programs the installer opens on?

I am wondering if you are having the .cat file problem where the permissions are all messed up.

The application log is full of messaes: There are 8-10 msinstaller messages.
Here is what I found in the event logs listed as a warning for msinstaller:Detection of product '{21D95F24-917B-4813-97B5-AF364AD23BAD}', feature 'Complete', component '{34676FDC-D99E-406E-9748-FBEB885B7FAD}' failed. The resource 'HKEY_CURRENT_USER\Software\BasicScript Program Settings\MSVM\Locale\MsvmLocale' does not exist.

I had a similar problem with photo gallery here is how I fixed the problem:

goto http://support.microsoft.com/kb/290301 and download the Windows Installer CleanUp Utility select the program that is giving you the problem and click remove.
