locked folders doesnt open

I use Folder Access v.2.0 ..I locked folders and I had to Reinstall Xp
windows.
after that I reinstalled the Program and it couldnt unlock the locked folders
I tried to mark them as Locked folders by the programs so i can unlock them but a massege appeared " the folder is already locked"

now the folder appear as akind of shortcut for the Control Panel !

help me
what can i do ?!
