Illegal System Report - Help Please

A message is appearing when I start-up titled - "RTHDCPL.EXE - Illegl System DLL Relocation". It says:

"The System DLL User32.dll was relocated in memory. The application will not run properly. The relocation ocurred because the DLL C:\WINDOWS\system32|HHCTRL.OCX occupied an address range reserved for Windows systems DLLS. The vendor supplying the DLL should be contacted for a new DLL."

What does this mean? How incapacitated is my computer or programs? Should I just go and see a computer tech and if necessary buy a new Windows program?
