Desktop permissions?

Alright, I will admit this is a stupid question right off the bat :!:, but as I'm no where near an expert in the ways of Windows rights and permissions... I have a laptop user (on WinXP) who I do not want to give admin rights to, but when I remove him from the admin group, he does not even have rights to delete icons from his desktop. Is there an easy way to fix this? Is it just a matter of setting permission on his profile/desktop folder to have modify rights? Or am I completely missing something?
