Task manger problem

hey yeah im not computer whiz or anything but yeah task manager has resently been a problem as it wont show the full task manger..or the tabs for that matter..i can still switch between the tabs via ctrl+tab but the display is still messed and some componets dont show...2 pictures are attatched to give a better idea


all ctrl alt del options say not configured and i cant rlly find a solution..
help?..plz?

Try double click at the top border area of task manager.
