explorer.exe is frozen

My explorer.exe is frozen. Everything else boots up normally, and I can still click on icons on the desktop to go to programs. Everything except for explorer. The menus will not come up, also when I minimize a program it doesn't go the the explorer bar. I went into the task manager and stopped the process and then started it back up and it worked for about 3 seconds. Also, I don't know if this problem is related, but at the same time when the explorer stopped working the internet stopped working as well, but it works on another computer it works fine(which is connected to the same router).
