The problem is your router. (You probably saw that one coming..). Try looking on the compaq site if there are any firmware updates or known bugs.
If not: Do you still have warrenty? You could get it "repaired" (which means: replaced) or buy a new one.

This could be just a setting, on either your router or imposed by your ISP.
