Windows Installer Error

Everytime I try to download something and install it. I get a pop up box(see below) error, and I've already tried reinstalling windows installer and trying everything I could. I am very close to reformat, Anyone know what it is, or what to do?

Maybe, by accident you have installed the wrong version of the msi installer.

Btw that message is from

start > run > "msiexec"

Hi zmaster,
I am also facing the same issue as you have have been. I am trying to install a blackberry desktop software on my machine but everytime I try to do it, this windows isntaller thing pops up and installation doesnt proceed further. I was just wondering if you found any solution to this issue besides formatting the system.
So is there any fix?
