schedule task for domain user group policy

i'm the admin of our domain and i want to schedule the yahoo messenger for domain users only.. i got 2 group policy, the domain admins and the domain user gp...
how can i schedule the yahoo messenger with only enable it by a specific time only, for example beaktime, so that it will be pure work when office time.
i want to implement this because some spend more their time in ym...
