Password before connecting to the LAN

Hi there
I am providing internet and LAN services to Independent computers.

I am using WindowsXP SP2, kero firwall and Squid cache.

I want the info that how i can enforce each user to enter User name and Password before entering (connecting) LAN and using Internet.

2ndly band width qouta to each user differently.

what software or tool needed for it? also good suggetions if u have.
