want to change default color from blue to black

right now i am working on a doom 3 theme for my windows xp. I have a boot screen, logon screen, wallpaper, and cool evel looking icons. But i think it would look a lot better if i change the default taskbar and windows bar from blue to black. Now i dont want some stupid program like stylexp or windowsblinds because they slow down the computer and are uneccesary. So if someone helps me change the color than i will share my new theme online for ppl like me who used to play the old doom and think the new doom is awsome.

I have a PC XP Proffesional . Since few days I noticed that after I start the pc by few minutes , the color of the task bar and the start menu changes from blue to black. How can I prevent this . Thank you in advance
