I can not access Control Panel

I am working on a friends computer and it has a lot of problems. I did a HiJackthis report and this is what I got can anyone help me.

It is a pentium 4 2.8 Ghz 512mb ram, windows xp sp2.

I can not access control panel as well as task manager. It tells me that the administrator has blocked it. There is only one user on the computer and we are not on a network. Internet explorer keeps changing the homepage to http://fuzzypc.com/Liberty_and_Justice_for_All.php.
It will not let me update our Norton Antivirus.

Your HJT log is riddled with Spyware entries.

This thread should appear in the Virus forum.

The thing doing the damage is shown in these keys:

DLLs have been spawned adding to the damage. It will be a long haul gwetting all this cleared out. You should look at the Virus posts and follow the procedures that Crunchie has used or you could use my method which I posted on 2nd September (can't be bothered to search for the link!).

Your system will sink deeper and deeper into doodoo unless you act quickly.

At this point with the amount of work it may require would starting from scratch be a better idea.
This was my initial suggestion for them given that there is not really anything of importance on the computer needed saving.
