Problem in IIS when Login into Power User

Hi,
I install IIS in windows 2000 Professional computer for Development
purpose. in Administrator the IIS is Working Fine. But when i try to login
a user with Power user Privilige means its giving some Problem.
Problem is the power user cannot see the Default Wesite in IIS Manager and cannot create virtual Directory also, at the same time cannot browse localhost also, it give some error when i try to browse the localhost

Have you checked the folder permissions, to verify the Power users are allow to access the folder in IIS?
