I have ISA server 2006 + Bandwidth Splitter +GFI Web monitor,,
I make rules in Bandwidth Splitter for limit speed to client and evry thing ok but if client download from youtube it's download takes all speed of the line "only youtube"......
Notice:
not all client.....
help plz...I'm tried for this problem> alot .....

There is no defect in the configuration,
I did not make rule , only one role for the enter of internet from internal to external to all users.

The same problem YouTube takes all the speed ...

If you downloaded from YouTube or video file from Facebook, preceded protocol https takes all speed,,,,
Example:
"https://r1---sn-25auxa-b15e.googlevideo.com"
"https://fbcdn-video-a.akamaihd.net"
no control on this link start by "https://"
help.....
try to using another software like splitter if it can't do the trick for https
