The traffic of connections tunneled through the web proxy using CONNECT method (mostly HTTPS) cannot be controlled by web filters due to limitations in ISA/TMG. This unfortunately makes their shaping impossible. Until such connections are closed, BS monitoring shows zeros in sent/received bytes columns. But later when such connection is closed, BS is able to obtain the actual number of sent/received bytes. This data is used for traffic quota accounting.
You can workaround it by forcing users to disable proxy settings for HTTPS in web browsers configuration. Instead their HTTPS connections should go via Firewall Client or SecureNAT session."
