Why do some icons have the securtiy shield?

Why do some of my icons, in vista, have the security shield on them. They did not have them when I had XP installed. Eg I have a shortcut for nero express on my desktop, but the icon has the security shield on the bottom right corner of it.

it means it needs administrator priviliges to run
