try right clicking on the screen and see if you can change the screen parameters. I had a very similiar happening a while ago and it was because the screen was displaying in the wrong way!

use the f8 key on bootup to access safe mode and see what happens .if you can get into safe mode ,go to control panel /users and create a new user boot to it and see if programs works

mjdodd i look in google and it seems to say on most sites that wpbt0.dll is trojan /malware related , i would suggest downloading and running and scanning your computer with either ,malwarebytes or superyantivirus
