Downloaded files open minimized to the taskbar

In Windows 8, whenever I download a file (like pdf, exe, office) or click a link to it, the file should normally appear in the foreground. Not so with my new Windows 8. To see the file - or, in the case of an executable, the "run", "save" or "cancel" window - I must go to Desktop, and in the taskbar I can see the icon for the downloaded file. This is not the behaviour I'm used to, and it is very cumbersome. Is there a solution?

Probably not. EVERYTHING in Windows 8 is diffeent than in previous versions. Either get used to it or reinstall Windows 7.
