Designate specific programs for Non-Admin Accounts

Guys, can anyone teach me how to specify the only applications that a Guest or other Non-Admin account users can have. Like for example when I don't want the Guest Account to have access to the Internet, Web Browsers, or Office Applications, or specific files and other programs. can I possibly do that?
