Use DU Meter and then go to a mirror site and download as many ISO images at once as you can...
I am getting my ISO's for this example from:

I have a registered version of DU Meter, but you can download a trial:

I have a 9.4 Mbit connection to ADSL2+ right now, and it is not through Optus. Ping test is as follows, in summary:
Pinging mirror.optusnet.com.au [211.29.132.173] with

I then began downloading 12 x ISO images similtaneously. The DU Meter displays throughput and other network connection information in the form of a graph and either as kbps or kB per second or mbps, my results for just over 10 seconds are:

In conclusion, If YOU REALLY must test your connection, this is the most practical method. Obviously you dont download the entire ISOs unsless you want them.
*** JUST DONT DO YOUR HEAD IN TRYING TO GET 24,0000 kbps -- chances are you will not use it all at once & if you do, my guess is your Download limit will disappear within a day or two. -- REMEMBER what so many before have said... 'As fast as the line can handle! ***
