Group Policy Web site blocking?

Anyone know off hand if you can use the Group Policy on Windows 2000 Server to block web sites? Just now started researching but thought if some one knew off the top of their head and could point me it would save some time.

If not can you recommend some cheap/free software that would do it in a domain enviroment for some or all users?

Thx in advance if you have any information.
