Network Password

I am looking for opinions about putting passwords on network drive folders. I have three sites across the United States that share data through the network file. I was asking for opinions on putting passwords on the indivdual files. Can I put password on a network drive(public drive) folders. So only the people assigned to that exact project can access them. I am using windows xp. Then if I need a third party program, with one is the best? Also, is this standard practice in an organization, or is there problems with doing this?

I think it would be easier to assign groups and ACL for each folder. Defiantly easier to maintain versus add a user to multiple folders.
I imagine all these users are not part of same domain since you have multiple sites across the US. How are the users authenticating now? Do you have a VPN setup?
