cybergatekeeper and network speed

I have an issue with a laptop with cybergatekeeper installed on it. CGK is used to enforce security policy when user connects through vpn. It runs an audit to make sure the laptop is complying with the policy, if it is, vpn connection is allowed. If it fails, vpn connection is denied.

The issue I am having is cybergatekeeper passes the audit and allows the vpn connection. Then every minute or so it keeps running another audit. It seems the program is in a continuous auditing state. What happening is causing the user network speed over vpn to decrease dramatically. All networks apps are crawling. My question is, when cgk is auditing, does it create that much network traffic to slow the connection down like this? User is connecting from a DSL line. I ran a speedtest and it has 6mbps download speed and 1mbps upload. If it isn ot cgk, then what could cause this? User's home pc runs fine. And networks apps only when slow when on vpn.
