creating a set timeout for the Internet connection

hi there,
I am assuming that this is the right place to ask this question. I have a small brother who likes to spend a lot of time chatting with his friends (who knows??) while I am not home. We have a regular dial-up connection and I cannot set a password for that because he needs to check his email every once in a while.

So, my question is, is there any way I can buy a program or set the XP in a way so that after certain time he is online, it disconnects him automatically?

I thought about creating a new account for him on my home computer and after 30 minutes he logs in, it will log him out automatically.

Please help me. My parents are driving me crazy.
