System wont post/boot

Hi all.Great site you have going here,so would appreciate if I can get solution to this problem.

I just got a new case for my motherboard and cpu,but when i switch it on starts with just the system and cpu fans going and no post or the screen doesnt come on as usual.The keyboard wouldnt even light up.
So what went wrong? I've even tried changing the graphics card all to no avail.

P4,1.8(1gb sdram)
GA-81dx mobo
ATI 7500 agp card
Color IT case(400W)

if your connections are fine its either a problem with the mobo or the psu. its hard to say which without just trying a new one.

I'm contemplating removing the 24-pin ATX power from the motherboard, leaving just the ATX_12V power connector(4pin cpu power supply)

i dont think the computer will do anything then. i believe the psu wont even work unless both are pluged in.
