Electric current on computer case!

I am having problems with my computer. I recently moved and when I assembled my computer it was not working. As soon as I connect the power supply to the wall socket there is an electric current on the back of the computer..even though the computer is off. I can not turn on the computer. The fan does not even turn on...does the problem lie with my power supply? Do I need to purchase a new one and will it resolve the issue?
Also..should I leave my computer alone...could I be damaging components by trying to turn the computer on?

I'd first check the wall outlet, since you say you're getting an electric shock. Plug the computer into another (working) wall outlet and see if the system powers on.
