can 128 mb VGA card work in a max of 64 mb memory graphics?

i have a P4i45GV motherboard from ASRock and have these specs for graphics

- Memory Max. 64MB
- ASRock A.G.I. 8X - VGA upgrade slot, (AGP8X/4X compatible)

i want to buy an AGP 8X 128 mb video card for gaming requirements coz i can't find any 64 mb VGA here in our place coz everything's new, cos i want to make sure first before i buy. Additional question, can AGP 8x work with AGP 2x/4x?
