'can't read from drive c' problem

Hi. There is this computer that can't read from drive C after the person who had it last switched off through the power button and not letting windows to shut down and now the problem is that Iam trying to run scandisk and when its checking the directory structure it encouters an error and says that after it prompts for a surface scan to say yes to fix that error but now the problem is that it can't move from that point it encountered that error.It says its trying to continue past that area but it stays there forever.
Is there any way to go about to fix the errors in drive c. any suggestions?
