Hard Drive cleaner

I would like to know what is a good hard drive cleaner. I want something that will clean everything so that nothing can be picked up period.

Is this one a good program?

Or you can try this .

They say it "reverts the drive to pre-formatted state". in other words: it deletes ALL data including the partitions.
