Compaq will not power up

I have a Compaq Presario SR1901WM desktop that will not power up. When I press the power button the first time, the green light on the front and the light that indicates the drive is working flashes on then right back off. I get no sounds coming from the tower from fans or anything. If I press the button again nothing happens.

I tried plugging it into another outlet and noticed that if I unplug the power cable and plug it back in a small green light comes on on the back of the tower just below where the power cable plugs in. It stays on until I press the power button and then I get the power and drive lights on the front of the tower flash on and off and the green light on the back goes out again.

Any ideas would be greatly appreciated.

I'd try another power supply first. Borrow one from another PC if possible.
