are you using a usb keyboard? or the ps2 k/b? if you're using a ps2 k/b and have tried to replace a new one and still not working.. it could be a hardware problem..your ps2 port is not functioning well..
if you're using usb try to plug in to another port and check the difference..

unplug-remove-clean-reinstall the keyboard.. do the key board removal..
(if it doesn't work in BIOS then.. nothing to do with any kind of software)
