Trouble starting and shutting down.

I read a post similar to my issue, but my situation's a bit different.

See, my computer starts and then stops. I press the power button, the fan starts, the lights flicker and then nothing. I literally have to press the power button 15 to 25 times to finally get it going. When I try to shut it down, it starts the process, but when it gets to the blue screen reading "shutting down", it stays that way unless I hold down the power button to turn it off.

I've resorted to leaving my computer on just so I won't have to face the same ritual over and over. What could be happening to my PC? It's refurbished, by the way. Dunno if that has anything to do with it.
