Troubleshooting Startup

Hi,
I was installing windows 7 on my compaq presario cq40 when it restarted.
After shutting down, only the compaq page shows up.
Nothing else shows up.
Only the fans run.
whatever key i press, a "beep" sound comes.
i tried removing and replacing the battery.

Please help!!!

can you try to remove the battery and only give it power via the Adapter?

Can someone please help my toshiba satellite it starts up it says to click star tup repair or normal start upbut it just starts the windows loading up up and it just keeps going on and never loads up desktop or nothing?
