weak CMOS battery?

I have had a few problems with my computer and I'm leaning towards it being the cmos battery. The first problem I had was that when I turned on my computer all the leds would come on, the mouse would light up, fans would power up, etc , but I would not actually boot. So what I had to do was let it do this for a while, kill the power, start it up again and it would boot. Now I have noticed that my clock is really off. So are these two problems both something that could be caused by a weak cmos battery?

Coin batteries are only, what, $1.79 at radio-shack or near the Pharmacy in a grocery store. Turn off your comp, hold the power button in for 8sec after unplugging everything. Ground yourself and take out the battery with a non metalic object. Find the correct match and place positive side up. Then come back, post, and we will rule out what is. I think it's your PS though.
