Dead Dell XPS 400

A windstorm knocked out power to my house for three days. I don not believe my Dell XPS 400 desktop was running, but after power was restored, neither the pc nor the monitor will start. I press the start button, and nothing happens. The printer is hooked up to the same surge protector, and it does work. Any ideas on how to start the pc up?

not sure ,but try unplugging it from the surge bar ,hold the on button in for a minute ,plug it back in to try turning it on a again,
it didn't need to be turned on to get a surge of power ,just plugged in
