My computer is not booting

My computer is not booting up. it starts and showed the BIOS page and then going to windows XP, it starts again to BIOS page. There is no beep sound or no boot disk failur sign. Can any one help me.
configuration of my computer is

p4 2.3 GH
ram 512
HD 160 GB

I tried to get into safe mode and as well as last good cofiguration. but couldn't get through. Any other suggestions please?
The provider did not give the instalation CD, can I use any other CD to install XP again? I have the product code.

can you get your hands on a Winternals boot disk? it might help
