dell latitude LS power up problem

hello, i have a dell latitude LS 400mhz pentium III with XP installed.. I was trying to power it up yesterday when i ended up getting a blue screen that said something along the lines about a hardware malfunction and that the system was halted. it gave a number to call but i didnt write it down as i thought i would still be able to power up the computer after that and re-read the message after inspecting the computers hardware. though only problem is.. now the computer will power on but it wont boot or anything. as soon as i press the power button the lights above the keyboard flash, the fan comes on and the hard drive seems to do something but thats about it.. i just get a blank screen and the computer stays on until i have to do a hard reset. its almost as it has no BIOS or RAM installed in it or something but im sure thats not the problem.. can somebody help me please..??
