Inspiron 5000e will not power on

I've recently inherited a Dell Inspiron 50003 laptop. It has no hard drive. I tried to power it on but it and nothing happens. I tried to power on with just the battery, just the power supply and both in with no result other than the power light flickering when the battery is in. I've also noticed that the green light on the power plug dies when I press the power switch on the laptop. Does this mean I have a bad power supply or a bad system?
