boot problems with Dell Inspiron 5000

I have a 7 year old Dell Inspiron 5000 running W2000. The system intermittently boots. Normally I get a double beep signal. Over the past 2 months I upgraded trhe memory from 256MB to 512MB and periodically run Registry Mechanic. When the problem first occurred I thought it was the hard drive, so it has been recently replaced with a larger drive. When the system did recently boot it stayed up long enough for the new disk to format and I loaded the Dell Recovery cd, it reinstalled W2000 but then I noticed that the graphics on the screen were distorted with vertical lines. I reseated both the memory cards and temproarily removed the new one to see if it had a problem.

Back to no boot and a double beep.
I would appreciate any suggestions anyone would have....many thanks JohnV
