I am making a game that will be completely playable via mouse.
I want to know is it possible to use Scroll-key to do this action:?:?
any coding would be very helpful.

An interesting concept, it would simply be something along the lines of Brick out, where one must bounce the ball into the bricks?

You can do that but i think you should try the software development forum like caperjack said. Posters there will give you some hint and tips but definitely no direct answers as it is considering doing your homework while you get all the credits.
