How to Check Link is of High Quality?

High quality links are very important for good Page Rank. Link from a 4/10 page rank or above is considered good but there are other factors too. Is there anyway else by which we can know that a particular link is of high quality?

Ya, go visit the linking page and ask yourself if it was worth visiting.

The one with .edu domain is more valuable than the .com, etc. Of course, don't forget the content of the site, it does really matters.

A link from a site with content related to your site carries more weight-even with PR0- than a High PR site with unrelated content. This is what the experts say, but would you refuse a back link from Google or Yahoo or even DMOZ which has no relation to your site. As you say there are other parameters at work and no one knows for sure.

There was a tool I've seen online that actually calculates the worth of having a link on a particular page. Basically takes the PR and outbound links into consideration.

I'm not sure, how worth is this tool as I've never tried... this checks the number of pages that link to web site in search engines -

Yeah, I also saw this tool before. You should also consider the outbound link of a site. More outbound link is not good for a site.
