Well, the only "rule" when linking to other sites is to not to link to a link farm. If you do Google may consider you part of the link farm and ban you. Simply avoid linking to obviously unoriginal and crappy websites and you should be fine.Obiously i need help makning a links on my site.

To get links to your site tou can submit your website to free directories. There are thousands of them out there so finding them should be very easy to do .

As far as how to make a link, well, you need to learn some basic HTML. how to make a hyperlink
