No.
1) You have way to many keywords stuffed in there. Most of them will be ignored so this is a waste of time.
2) Your page can't possible be about every single keyword in there. Only put keywords related to your page's content in there. Otherwise you're not fooling anyone.
3) Meta tags don't help with rankings anymore so spending that much time on them isn't practical. You should use them as they have other uses but it looks like you've already spent more time on them then you should.
4) All of the other meta tags besides the keywords, description, and content-type are useless and do nothing for you SEO-wise. I recommend removing them completely.
