It was good reading into paid link, after reading through the post it seems that paid link website must be having a tough time,if they are not using rel="nofollow" as google will penalize or atleast discount the link valuea and PR that is being transfered.

It's a good thing. Buying links for PR and link popularity is a clear attempt to manipulate the search results and it should be something Google cracks down on. It levels the playing fields and once again forces good content to be the way to the top of the SERPs.
